No — they are legally separate documents under different regulations. A standard WTN is required for all controlled waste under the Environmental Protection Act 1990. A hazardous waste consignment note (HWCN) is additionally required for hazardous waste under the Hazardous Waste Regulations 2005 (or equivalent in Scotland and Northern Ireland). If you are moving hazardous waste, you need both.

Yes. There is no requirement for consignment notes to be on paper. The legislation requires that the information is captured and retained — not that it is on a physical document. WasteBolt's digital consignment notes meet all statutory requirements and produce a correctly formatted PDF for record-keeping and sharing.

Three parties must sign: the waste producer or holder (Part B), the waste carrier on collection (Part C), and the consignee on receipt (Part E). If a load is rejected, Part F also requires a consignee signature. In WasteBolt, all three parties can sign digitally on any device — with time-stamped, permanent signatures.

In England, Wales, Scotland, and Northern Ireland, consignment notes must be retained for a minimum of 3 years.
